The event you are describing is the “Mito Komon Festival,” which is held annually on the first weekend of August in the central shopping district of Mito City. Its name is derived from the historical figure Mito Kōmon, who has connections to Mito City.
In the past, notable figures such as Kōmon and his entourage, including Akira Nishimura, were invited as guests, and they paraded through the streets of Mito City as part of the “Komon Daimyo Procession.” Although this tradition was temporarily discontinued in the early 1990s, it was revived in 2003 as the “Mito Kōmon Parade.”
Until 2018, the festival featured a pre-festival celebration on Friday at Chiba Lake with the Mito Kōmon Festival Fireworks Display (approximately 4,500 fireworks). On Saturday, the main events took place in the city center, including the Daimyō Procession and the Mito Kōmon Parade. On Sunday, there were traditional processions such as floats (yatai) and portable shrines (mikoshi) at the same location.
